[#fix] alarm sub_device 去掉 DeviceTypeEnum 校验，透传 b3_all

runtime alarm 的 sub_device 不再用 DeviceTypeEnum 白名单，透传 box1/b3i/b3o/b3_all（双 Box3 同时离线）。仍校验 alarm_type 非空与 status 0/1。
