验布机登录改走 auth，配置对齐 web

- 登录和刷新改调 auth 的 token 接口，不再自签 JWT
- 非 local 启动注册客户端
holdingk-smart-fabric-login，access 3 小时，refresh 7 天 - 短信、邮件、Redis、Nacos、JWK 配置对齐 web；验证码键前缀仍为
smart-fabric:captcha
Test plan
- 注册不返回 token，登录返回 auth 签发的 token，有效期 3 小时
- 用 access token 刷新被拒绝，员工 token 调设备绑定返回 401
- 验证码 debug 模式为 666666，非 debug 走阿里云短信和邮件
